Welcome to Australian Refrigeration Council Ltd (ARC)

The Australian Refrigeration Council Ltd (ARC) administers refrigerant handling licences and refrigerant trading authorisations on behalf of the Australian Government. In a scheme to manage regulations under the Ozone Protection and Synthetic Greenhouse Gas Management Act (1989), the ARC ensures that the handling and purchase of fluorocarbon refrigerant is limited to those who have proven themselves competent and qualified.

ARC provides assistance to the refrigeration and air conditioning industry in complying with the laws that encompass refrigerant trading authorisations for purchasers and refrigerant handling licences for trade's persons.

    Online Applications

    The ARC, in conjunction with the Department of the Environment, Water, Heritage and the Arts (DEWHA), has introduced an initiative to improve the level of convenience for technicians and businesses renewing their licence.

    As of July 1st, current RTA and RHL holders as well as new applicants are able to submit their applications electronically. The benefits of such a facility include faster processing times, step-to step guidance to assist in correct completion of applications and clarity around the qualifications required for different licence types.

    Re-applicants will be provided with a personal username and password which will enable them to lodge their application electronically and use the online payment facility.

    Licence Check facility now available
    The recent amendments to the regulations now enable the ARC to publish identifying information of Refrigeration Air conditioning (RAC) industry permit holders on an electronic register that will be available to the public as of July 1st. Previously this only applied to refrigerant trading authorisation (RTA) holders but now applies to both authorisation holders and refrigerant handling licence (RHL) holders.
