What type of licence do I need?

There are different types of Refrigerant Handling Licences available, and the type you require will differ depending on what you are working with.

Licence NameEntitlement of Licence
RAC01 - Refrigerant handling licence – qualified persons (Full refrigeration and air conditioning licence: 2 & 3 years)

To work on air conditioning and refrigeration equipment and handle refrigerant for any work other than the Automotive industry.
AAC02 - Refrigerant handling licence – qualified persons (Automotive air conditioning licence: 2 & 3 years) For work on air conditioning and refrigeration equipment fitted to the cabin of a motor vehicle and handling refrigerant.
RSS03 - Refrigerant handling licence – qualified persons (Restricted heat pump – split systems – installation and decommissioning licence: 2 & 3 years) To handle any refrigerant and install and decommission any of the following:
  • a single-head split system air conditioner of less than 18kW
  • a 2-part hot water heat pump of less than 18kW
  • a 2-part swimming pool heat pump of less than 18kW
RDR04 - Refrigerant handling licence – qualified persons (Restricted domestic refrigeration and air conditioning appliances licence: 2 & 3 years) To work on air conditioning and refrigeration equipment and handle a refrigerant for either or both of the following: (a) any work on domestic refrigeration or air conditioning equipment and (b) any work on drinks fridges, refrigerated vending machines, ice cream chests, frozen carbonated beverage machines (slushies) and post mix machines. Note that these systems must not: (a) be permanently connected to the power supply of the premises where it is installed; nor (b) require the installation of pipe work to enable the movement of refrigerant.

Note: This definition does not cover split system air conditioners.

    • Any work on commercial stand-alone refrigeration equipment. Commercial stand-alone refrigeration equipment means refrigeration equipment that:
      1. 1. is designed primarily for commercial use; and
      2. 2. is designed not to be permanently connected to the power supply of the premises where it is installed; and
      3. 3. does not require the installation of pipework to enable the movement of refrigerant.

 

Trainee Licences

Licence NameEntitlement of Licence
TL000 - Trainee Refrigeration and Air Conditioning Licence To work on air conditioning and refrigeration equipment and handle refrigerant while undertaking training and/or assessment in a classroom setting and at your work place under supervision. The supervisor must be the holder of a licence that entitles them to engage in work for which the licensee is being trained. This licence is valid for the period of training, which can be up to one year.
CL000 - Refrigeration and air conditioning trainee licence (Classroom) To work on air conditioning and refrigeration equipment and handle a refrigerant in a classroom setting only. The licensee cannot handle refrigerant outside the classroom setting. This licence is valid for the period of training, which can be up to one year.

 

Restricted Licences

Licence NameEntitlement of Licence
ATL05 - Restricted refrigeration and air conditioning licence (Aviation: 1 & 3 years) For any work undertaken on air conditioning and refrigeration equipment on aircraft and to handle a refrigerant.
MTL06 - Restricted refrigeration and air conditioning licence (Marine: 1 & 3 years) To work on air conditioning and refrigeration equipment on vessels and handle refrigerant. Note: This does not apply to AMSA certified Watchkeeper, Marine Engineer 1 or Marine Engineer 2.
TRT07 - Restricted refrigeration and air conditioning licence (Transport: 1 & 3 years) To work on air conditioning and refrigeration equipment and handle refrigerant for any work on mobile refrigeration systems other than air conditioning systems in the cabin of a motor vehicle.
RHTL09 - Restricted refrigeration and air conditioning licence (Handler: 1 & 3 years) To handle a refrigerant while decanting cylinders.

 

Refrigerant Recovery Licences

RRR10 - Restricted refrigeration and air conditioning licence (Recovery: 2 & 3 years) To recover and handle refrigerant while decommissioning stationary and automotive refrigeration and air conditioning (RAC) equipment.
RRR11 - Restricted refrigeration and air-conditioning licence (Auto Recovery: 2 & 3 years) To recover and handle refrigerant while decommissioning automotive air conditioning equipment.
RRR12 - Restricted refrigeration and air-conditioning licence (RAC Recovery: 2 & 3 years) To recover and handle refrigerant while decommissioning refrigeration and air conditioning (RAC) equipment other than mobile air conditioning equipment.

Required Qualifications (RAC)

Certificates must include statement of results

  • Successful completion of an Apprenticeship as a Refrigeration Mechanic e.g. Proficiency Certificate; or
  • Trade Recognition Certificate: Refrigeration Mechanic; or
  • Trade Certificate with a Trade Outcome of Refrigeration Mechanic and evidence of industry experience; or

  • UEE50320 or UEE50311 Diploma of Electrical and Refrigeration and Air conditioning; or
  • UEE51220 or UEE51211 Diploma of Air conditioning and Refrigeration Engineering; or
  • UEE62520 or UEE62511 Advanced Diploma of Air conditioning and Refrigeration Engineering; or

  • UEE31307 Certificate III in Refrigeration and Air conditioning; or

Required Qualifications (Auto)

Certificates must include statement of results

  • AUR20220 Certificate II Automotive Air Conditioning Technology (current):

    # Note: Individuals who attain AUR20220 will be considered eligible to obtain the Automotive Air Conditioning Licence with a “No Retrofit or Modify” restriction, unless the statement of results shows the successful completion of the following competency unit:

    • AURETU105 (previous AURETU005) Retrofit and modify air conditioning and HVAC systems

    This Automotive Air Conditioning Licence also excludes: Install air conditioning systems; and Overhaul air conditioning system components. Should an individual require an automotive licence enabling them to install and/or overhaul air conditioning system components, they must also undertake the following units:

    • AURETU001 (previous AURETU2001) Install air conditioning systems; and/or
    • AURETU007 (previous AURETU4007) Overhaul air conditioning and HVAC system compressors.

    • AUR20218# Certificate II Automotive Air Conditioning Technology (previous):

      # Note: Individuals who attain AUR20218 will be considered eligible to obtain the Automotive Air Conditioning Licence with a “No Retrofit or Modify” restriction, unless the statement of results shows the successful completion of the following competency unit:

      • AURETU005 (previous AURETU3005) Retrofit and modify air conditioning and HVAC systems

      This Automotive Air Conditioning Licence also excludes: Install air conditioning systems; and Overhaul air conditioning system components. Should an individual require an automotive licence enabling them to install and/or overhaul air conditioning system components, they must also undertake the following units:

      • AURETU001 (previous AURETU2001) Install air conditioning systems; and/or
      • AURETU007 (previous AURETU4007) Overhaul air conditioning and HVAC system compressors.

    • AUR20216* (previous AUR20212) Certificate II in Automotive Air Conditioning Technology:

      *Note: Individuals who attain AUR20216 will be considered eligible to obtain an Automotive Air Conditioning Licence excluding: Install air conditioning systems; and Overhaul air conditioning system components. Should an individual require an automotive licence enabling them to install and/or overhaul air conditioning system components, they must also undertake the following units:

    • AURETU001 (previous AURETU2001) Install air conditioning systems; and/or
    • AURETU007 (previous AURETU4007) Overhaul air conditioning and HVAC system compressors.

    • Individuals who successfully complete all the required units in AUR20216 except for the following unit, will be considered eligible to obtain the Automotive Air Conditioning Licence with a “No Retrofit or Modify” restriction:

      • AURETU005 (previous AURETU3005) Retrofit and modify air conditioning and HVAC systems

    Individuals who attain any of the following ten (10) qualifications will be considered eligible to obtain an Automotive Air Conditioning Licence on the condition they include the following units:

    • AURETU103 (previously AURETU003 or AURETU2003) Service air conditioning and HVAC systems
    • AURETU104 (previously AURETU004 or AURETU2004) Diagnose and repair air conditioning and HVAC systems
    • AURETU105 (previously AURETU005 or AURETU2005) Retrofit and modify air conditioning and HVAC systems

    Individuals who do not complete unit AURETU005 (previous AURETU3005) Retrofit and modify air conditioning and HVAC systems, will be considered eligible to obtain the Automotive Air Conditioning Licence with a ‘No Retrofit or Modify’ restriction:

    This may be in addition to or as a part of these ten (10) qualifications:

    • AUR20420 (previous AUR20416 or AUR20412) Certificate II in Automotive Electrical Technology
    • AUR21416 (previous AUR21412) Certificate II in Automotive Cooling System Technology
    • AUR30320 (previous AUR30316 or AUR30312) Certificate III in Automotive Electrical Technology
    • AUR30420 (previous AUR30416 or AUR30412) Certificate III in Agricultural Technology
    • AUR30620 (previous AUR30616 or AUR30612) Certificate III in Light Vehicle Mechanical Technology
    • AUR31120 (previous AUR31116, AUR31114 or AUR31112) Certificate III in Heavy Commercial Vehicle Mechanical Technology
    • AUR31220 (previous AUR31216 or AUR31212) Certificate III in Mobile Plant Technology
    • AUR31420 (previous AUR31416 or AUR31412) Certificate III in Automotive Diesel Fuel Technology
    • AUR31520 (previous AUR31516 or AUR31512) Certificate III in Automotive Diesel Engine Technology
    • AUR31720 (previous AUR31716 or AUR31712) Certificate III in Forklift Technology

    Or for one of the Automotive trades listed above achieved prior to AUR05 (2005):

    • Successful completion of an Apprenticeship e.g., Proficiency Certificate; or
    • Trade Recognition Certificate; or
    • Trade Certificate with a Trade Outcome and evidence of automotive industry experience

    AUR20705^ Certificate II in Automotive – Mechanical – Air Conditioning (superseded):

    ^Note: For AUR20705, if evidence of having completed AURT322645A Overhaul air conditioning system components (or equivalent) or AURT422645A Overhaul air conditioning system components (or equivalent) is not supplied, the licence will be issued restricting the holder to work other than the overhaul of air conditioning system components.

    AUR30405 meets requirements for the Automotive licence provided it includes passes in the following units:

    • AURT222670A - Service air conditioning systems
    • AURT322666A - Repair/retrofit air conditioning systems

    AUR20799** Certificate II in Automotive – Mechanical – Air Conditioning (superseded):

    **Note: For AUR20799, if evidence of having completed: AUR22631A Install air conditioning systems (or equivalent); and/or AUR22645A Overhaul air conditioning system components (or equivalent) is not supplied, the licence will be issued restricting the holder to work other than Install air conditioning systems; and/or and Overhaul air conditioning system components.

    Assessed to Certificate II standard by Automotive Training Solutions; or Assessed to Certificate II standard by Motor Traders Association WA.

  • UEE40520 or UEE40511 Certificate IV in Electrical – Air conditioning Split System; or
  • UEE40510 Certificate IV in Electrical – Air conditioning System; or
  • UEE20107 Certificate II in Air conditioning Split System; or
  • UEE20106 Certificate II in Air conditioning Split System; or
  • 40488SA Certificate II in Split System Air conditioning; or
  • CPC32513/12 Certificate III in Plumbing (Mechanical Services)*; or
  • CPC32420 (previously CPC32413/12)Certificate III in Plumbing*

*Note: Individuals who attain CPC32513/12 and CPC32420/13/12 qualifications will be considered eligible to obtain the RSS03 licence on the condition that each of the following units are completed as part of the qualification/s:

  • CPCPCM2043 (previously CPCPCM2043A) Carry out WHS requirements
  • CPCPCM3023 (previously CPCPCM3023A) Fabricate and install non-ferrous pressure piping
  • UEERA0049 Install and start up single head split air conditioning and water heating heat pump, or UEENEEJ105A Position, assemble and start up single head split air conditioning and water heating pump systems; and
  • UEERA0064 Recover, pressure test, evacuate, charge and leak test refrigerants - split systems, or UEENEEJ172A Recover, pressure test, evacuate, charge and leak test refrigerants – split systems

For aircraft with automotive-type air conditioning:

  • Letter from employer indicating the applicant is able to competently undertake this work

For work on vapour cycle air conditioning equipment used for A380 aircraft:

  • Aircraft Maintenance Engineer Trade Certificate; and
  • AMEA362A Maintain aircraft vapour cycle air conditioning systems; and
  • Evidence of having completed A380 Central Refrigeration Unit servicing training

Required Qualifications (Restricted - Marine)

  • Letter from employer indicating the applicant is able to competently do this work
